The Anglian Water Strategic Pipeline Alliance (SPA) project currently involves the planning, design and construction of circa 320km of new strategic, large diameter, clean water interconnector pipelines and associated infrastructure across Anglian Water’s region. The SPA Alliance is also taking on responsibility for the future interconnector pipelines, a further 260km of strategic interconnector pipelines and associated infrastructure.
The successful candidate will be expected to perform as a key member of the ECS team by developing the role described in this summary. There will be a mix or remote work and regular collaboration with our team at Peterborough. We are seeking a skilled and experienced OT Solution Architect to work within our ECS development team to support development of the co-ordination layer of the control system.
Role can be undertaken remotely but would need to attend the Peterborough office once a week.
At Costain, we believe diverse perspectives drive innovation. If you’re passionate about making a positive impact and think you can bring value to our team, we’d love to hear from you—even if you don’t tick every box. Your unique skills and experiences could be exactly what we need.

Responsibilities
The ECS is being developed and deployed in collaboration with the SPA Digital and Engineering teams, Equipment Suppliers and Anglian Water personnel. Success depends upon an effective and well managed Development Lifecycle and Configuration Management System (CMS). The CMS is currently implemented using SharePoint and Azure DevOps technologies.
Development of Enterprise Control System “Advanced Applications” that implement system wide coordinated control of the SPA pipeline
Documentation of development in parallel to design
Comply with, and support development where needed, of standards, templates, libraries, and best practices
Developing knowledge transfer resources such as videos and manuals
Knowledge, Skills, and Experience
Essential
Development experience in the following key aspects:
Industrial automation / process control / SCADA. Ideally this will include Inductive Automation’s Ignition, preferably including experience of application of cyber security standard ISA99/IEC62443
Good understanding of IP networking and routing protocols, including best practice and design in IP Enabled OT Networks
Good industrial UI practice such as ISA 101, ASM and EEMUA 205
Good communication & teamworking skills
Ability to solve problems and work effectively to tight deadlines
Desirable
Experience of using the MQTT network messaging protocol
Network optimisation methodologies
Multi-layer architectures. Ideally this will reflect the ECS architecture:
Edge SCADA communicating to PLCs using OPC-UA
Central Cloud-hosted SCADA integrated with the Edge using MQTT/SparkplugB
Central MQTT broker used to implement a Universal NameSpace (UNS)
Central management of configurations to support object-oriented designs
Application of ISA S88 and S95 principles to achieve modular, object-oriented control and monitoring of industrial processes, focusing on:
Modular control- and equipment- modules to achieve realtime regulatory, sequential and co-ordinated control
Recipe management including interface to production planning
Realtime Optimisation
Production and asset information management and analysis
Current Cyber security practices compliant with critical infrastructure installations
DCS systems such as those offered by Emerson, ABB and Honeywell (other DCS systems are available!)
Azure or other hyperscaler resource management and edge integration
Essential
Development of complex applications in Python or similar
Use of productivity tools to auto-generate code or perform testing
Flexibility and communication skills essential to working within a fast-paced and innovative team
