The Program Manager, Technical Accounting reports directly to the Controller. This position is responsible for leadership and oversight of accounting projects for the organization. Monitor and ensure adherence to established project management requirements, standards, and methodologies. This position works to align project deliverables with Capital Metro’s mission and strategic goals. Assists in interpreting Interlocal and other contractual agreements with an accounting perspective. This role is also responsible for providing customer focused service and building positive and constructive relationships with stakeholders and customers, by understanding their needs, problems, and providing timely communication and service. 



Responsibilities

WHAT YOU'LL BE DOING

  • Responsible for oversight of multiple accounting projects by working closely with project management staff, contractors, and vendors by setting work priorities, planning, and forecasting workload, and establishing and maintaining customer/supplier relationships. May be required to directly manage all or a portion of an accounting project.

  • Complete complex projects by researching new accounting standards and related reporting/ information requirements, organizing/summarizing research results, and presenting recommendations to management for timely implementation in the CapMetro’s Comprehensive Annual Financial Report.

  • Help the Accounting team including general ledger, accounts payable, and payroll as needed with the heavy workload and meeting deadlines.

  • Assist in interpreting the Interlocal and other contractual agreements with an accounting perspective to adhere to the terms in a timely manner.

  • Manage the portfolio of accounting projects and provide consolidated reporting for status and financial reconciliation as well as the forecasting for current and future fiscal years.

  • Manage the portfolio of accounting projects for key performance indicators that may create risks for adherence to scope, schedule, budget, and quality.

  • Work closely with the Project Managers to assist on accounting projects throughout the lifecycle of the project, including business case, cost benefit analysis, project profile, project management plans, assessments, and scopes to ensure consistency and quality.

  • Serve as accounting team’s knowledgeable resource in accounting research for Capital Metro. Research and stay current on new guidance, publications, standards, and emerging trends related to risk management and internal control as it relates to accounting.

  • Collaborate across functions and inter departmentally to document, evaluate, and improve accounting processes as directed by the Controller.

  • Provide periodic reports to management and other reports as requested.

  • Develop, communicate, and maintain financial policies and procedures. Develop and coordinate training and other professional development opportunities to foster a strong controls culture and enhance fraud prevention efforts.

  • Perform periodic reviews of financial processes and policies to identify gaps in internal controls and opportunities to improve efficiency, compliance, and data integrity. Assist in implementing corrective action responsive to audit findings.
  • Perform other duties as required and/or assigned. 

  • RESPONSIBILITIES - SUPERVISOR AND/OR LEADERSHIP EXERCISED: Manages department personnel by planning, scheduling, delegating, and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants, conducting personnel actions, including, hiring, and interviewing, and overseeing hiring, training, work assignments, and performance evaluations.

 



Qualifications

WHAT YOU BRING

  • Bachelor’s degree in accounting, finance, or related field, which include twenty-four (24) college semester hours in accounting.

  • Eight (8) years of progressively responsible experience as a senior accountant or similar position including two (2) years of management experience either managing employees or projects.

  • Certified Public Accountant (CPA) and/or Certified Internal Audit (CIA) preferred.

  • Experience in Project management and business process management. Certified Project Management Professional (PMP) by the Project Management Institute preferred.

 

Knowledge, Skills, and Abilities:

  • Strong working knowledge of general accepted accounting principles (GAAP) and of modern financial systems.

  • Effective oral and written communication skills and the ability to establish and maintain effective working relationships.

  • Advance proficiency using personal computers, spreadsheet, database, and word processing software programs.

  • Ability to work with minimal supervision and complete assignments by established due dates.

 

TRAVEL REQUIREMENTS

Minimal travel may be required.

 

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature. 

 

Incumbent must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.

Mobility Status:

As a Remote position, the incumbent is expected to work in the office as needed.  There will be access to touchdown/collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversight, and accountability as needed. Mobility status is subject to change at any time based on business needs or organizational decisions.
