Job Description

The Department of Technology, Management and Budget (DTMB) supports the business operations of State agencies through a variety of services including information technology project delivery, maintenance, and support.   This position is with the Agency Services area of DTMB supporting the Department of Labor and Economic Opportunity (LEO), Workers’ Disability Compensation Agency (WDCA) and Wage & Hour Division (WHD).

A background working with Application Security/Auditing, including knowledge of NIST Standards is desired. This person needs to be an excellent communicator, meaning you can effectively make oral and written reports, presentations and prepare clear and concise documentation.  We would love someone who is a motivator and leader.  You must be organized, have good time management skills, and know the importance of a timeline. We want someone who is reliable, honest and who keeps their commitments to colleagues and customers.  You need to embrace diversity and learn to communicate effectively with a wide range of professionals.  Strong communications skills are a must.

This position functions as a Senior Information Technology Business Analyst (BA) in the Agency Services LEO, area, primarily responsible for supporting the Department of Labor and Economic Opportunity (LEO) WDCA and WHD areas. This position’s primary responsibilities include: evaluating, documenting, and informing DTMB management and supported client agency of impact and risks, including system security plans/disaster recovery planning, to existing IT solutions due to proposed legislation, enhancement requests, or changes in governmental processes or procedures, support and practice Agile methodology.

Position Location:
This position is located in Lansing, MI. This position may work a hybrid (remote/office) schedule with 2 days required in the office per week.  Selected candidates who have been approved to work a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview. 


Signing Bonus:
This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Required Education and Experience

Education

Information Technology Programmer/Analyst 12
Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience

Information Technology Programmer/Analyst 12
Two years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11.

Alternate Education and Experience

Information Technology Programmer/Analyst 12
Possession of an associate's degree with 16 semester (24 term) credits in computer science, information assurance, data processing, computer information, data communications, networking, systems analysis, computer programming, IT project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4,160 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

OR

Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.
