About the role

The Corporate Director of Strategic Growth (Capture Management & Business Development) leads the company’s growth strategy by overseeing opportunity identification, capture planning, and proposal strategy for federal and state procurements. This role is responsible for improving win probability through disciplined pipeline management, acquisition intelligence, teaming strategy, and evaluator-focused proposal guidance.


This position is not a sales role and does not carry individual quota responsibility. Instead, it is a senior advisory and execution role that partners closely with executive leadership, operations, finance, and compliance to ensure growth pursuits are aligned with organizational capacity, risk tolerance, and long-term strategy.

What you'll do

Growth Strategy & Pipeline Management

  • Identify, qualify, and advance federal and state contracting opportunities aligned with company priorities
  • Maintain ownership of a defined opportunity pipeline, including value estimates, probabilities, and anticipated award timelines
  • Support Go/No-Go decisions through analysis of acquisition strategy, evaluation criteria, competitive landscape, and risk exposure
  • Provide regular pipeline status reporting and strategic recommendations to executive leadership

Capture Strategy & Proposal Leadership

  • Lead or support capture planning, including development of win themes, solution positioning, and evaluator-focused strategies
  • Provide acquisition-informed guidance on how solicitations are likely to be evaluated and scored
  • Lead technical proposal development for select opportunities and support proposal teams across the portfolio
  • Ensure proposal narratives are compliant, compelling, and clearly aligned with solicitation requirements

Proposal Quality & Evaluation Readiness

  • Support continuous improvement of proposal templates, compliance tools, and internal review processes
  • Identify and mitigate common proposal risks, deficiencies, and weaknesses
  • Support post-submission activities, including debrief preparation and evaluation analysis

Past Performance, Teaming & Market Intelligence

  • Partner with operations and compliance leadership to strengthen past performance narratives and CPAR positioning
  • Identify and evaluate teaming partners, primes, subcontractors, and joint venture opportunities
  • Monitor acquisition trends, policy changes, and competitor activity to inform growth strategy

Executive Advisory & Negotiation Support

  • Serve as a strategic advisor to executive leadership on pursuit risk, market entry, and resource allocation
  • Support contract negotiation efforts through acquisition- and risk-informed analysis
  • Collaborate closely with finance, legal, compliance, and operations teams throughout the capture lifecycle

Minimum Qualifications

  • Bachelor’s degree required
  • Minimum 12–15 years of experience in federal acquisition, capture management, business development, or related roles
  • Demonstrated knowledge of the Federal Acquisition Regulation (FAR) and federal procurement processes
  • Proven experience supporting competitive capture efforts and proposal development
  • Strong analytical, strategic, and technical writing skills
  • Ability to translate solicitation requirements into evaluator-focused proposal guidance

Preferred Qualifications

  • Master's degree
  • Prior experience as a Contracting Officer, Source Selection Authority, or senior acquisition official
  • Experience supporting small or mid-sized federal contractors in growth or expansion phases
  • Familiarity with workforce development, training, operations, or professional services contracts
