Description

The Payroll Accountant coordinates county payroll; prepares and files payroll taxes, benefit payments, and deductions; and maintains accurate payroll records and employee payroll files. This position also performs accounts payable, accounts receivable, and other financial/accounting functions.

Essential Functions

This job description indicates the normal type and level of work expected of the incumbent. Incumbent may be asked to perform other duties as apparent or assigned.

  1. Coordinates and administers the county payroll process and system, in accordance with county policies and applicable union labor contracts.  Audits and approves employee time entries; prepares, verifies, and implements employee information, wage, status, withholding, and deduction changes.   Interfaces payroll to proper department budget accounts in Munis general ledger.
  2. Maintains accurate records for payroll regarding personal holidays, compensatory time, vacation time, sick time, and banked holiday pay; ensures that accumulated time is computed accurately and in compliance with county policies and union contracts.
  3. Processes direct deposit transactions and serves as signatory authority with county financial institution for the transfer of funds for county payroll operations.
  4. Prepares and ensures accuracy of the electronic, computerized, and manual distribution of payroll deduction checks, such as state and federal tax withholdings, insurance, garnishments, union dues, and other payroll deductions.
  5. Performs vendor maintenance functions, including, but not limited to entry of new vendors, deactivation of inactive vendors, and regular updating of vendor details in Munis.
  6. Performs accounts receivable functions, including, but not limited to: receiving funds from the public, county departments, and state agencies; ensures that monies are receipted into correct funds and general ledger accounts, and, if necessary, to appropriate vendors.  
  7. Performs other accounting/financial functions, including, but not limited to: gas tax settlements to townships; issuing uniform allowances to employees; working with state auditors during annual audit process; coordinating sales and use tax issues and processing monthly payments to the Department of Revenue; maintaining on-line cash register posting system; providing work direction to co-workers regarding financial and payroll system and processes, etc.
  8. Prepares, calculates, and files quarterly and year-end reports for county and other government agencies.
Provides customer service to members of the public on the phone and in person at the counter.  Aids vendors and staff regarding accounts payable and receivable.

Minimum Qualifications

  • Associate degree in accounting or business and four years of experience in general accounting and/or payroll; or an equivalent combination of education and experience.
  • Must successfully complete a criminal history background check.
