Job Summary
Overview
Charged with the financial administration for a moderately sophisticated portfolio of capital projects initiated by Mass General Brigham with a strong emphasis on portfolio analytics and systems. Build reports on overall company portfolio performance, ensure the timely approval of contracts and requisitions for services. Ensure compliance to contract documents and Mass General Brigham policies and procedures. Provides support and assistance for Oracle Unifier Primavera and to project managers as the need arises.
Responsibilities
· Provides financial control and administration for a portfolio of renovation and construction projects, with combined annual expenditures in excess of $400 million of which the capital accountant will support a portfolio of smaller projects $1 to $10 million range or a large single project in excess of $100 million.
· Review construction contracts for compliance and completeness ensure contracts are accurately implemented, change orders and job modifications are accurately accounted for, and contract terms are met.
· Generate custom reports including cost trends across project types, building types, and different building trades, all of which is useful data for estimating new projects and benchmarking projects underway.
· Assist with the administration and development of Oracle Unifier and possibly Oracle analytics
· On larger more sophisticated projects maintains scope changes insuring accurate approvals and funding are in place.
· On larger more sophisticated projects assist with maintaining project dashboard and assist in cash flow analysis.
· Participates in the design and implementation of policies, procedures and accounting controls and helps ensure that accounting procedures are followed.
· Review, approve, and process contractor requisitions for payment and ensure Contract documentation is received from the contractors and subcontractors as required per the contract documents.
· On larger projects attend and participate in contractor’s payment application review meetings. Ensure contractors are paid in accordance with Massachusetts Prompt Pay Act.
· Attend bid award meeting or review bids prior to making an award for construction.
· Works in concert with project managers and meets on a regular basis to review projects’ costs, commitments, funding, budgets and completion estimates.
· Performs and runs weekly queries and reports in order to continually review data within the Unifier project management system to ensure quality output. Prepares/reviews monthly journal entries, working with the capital accounting department to accurately account for assets.
· Reconcile and close capital projects at their completion, including closing out open PO’s. Reconcile Peoplesoft, Vision, and Unifier on a monthly basis. Notify Entity Budget Offices of excess or insufficient funds.
· Review actual to budget comparison reports for projects on regular basis.
· Approve and dispatch PO’s in accordance with company policies and insures any such procurement is within funding and budget limits for the project. Maintain accurate combo-edits.
· Audit reimbursable invoices reviewing supporting documentation for reasonableness and completeness. Work with vendors to ensure accurate documentation.
· Work daily with project managers and Materials Management on purchase order exceptions.
· Work with PMs and Supply Chain to set up new vendors.
· Assist with the Administration of Oracle Unifier
· Assist with training on Unifier for assigned project managers.
· Prepare quarterly management reports.
· Special projects as required.
Qualifications
- Bachelor’s degree in Accounting/Finance required.
- At least three years of accounting/finance experience with at least three years of construction and project costing experience preferred.
- Financial systems and financial reporting experience required.
- Experience with AIA contracts and documents preferred.

- Responsible for financial management of capital Real Estate & Facilities projects totaling over 300 million per year. Work with Project Managers and Capital Accounting to maintain project integrity.
